The state’s largest energy provider late last year unveiled a proposal to secure low-cost power for customers, stimulate economic-development opportunities in rural communities, grow the state’s use of renewable and clean-energy resources, and reduce carbon emissions. Xcel Energy’s proposal, called the Colorado Energy Plan, could lead to $2.5 billion in clean energy investments in rural Colorado, where wind and solar resources are especially abundant.
